 Summary

The man brought by the turtle introduces himself to Goku and Bulma as Kame Sennin, the turtle hermit. Kame Sennin, determined to give the children gifts, asks Turtle who exactly helped him, to which Turtle replies that only Gokū helped. Declaring that he owes Goku a hefty reward for his friend's return, the Kame Sennin summons the Immortal Phoenix. When the bird does not respond to the call, Turtle reminds Kame Sennin of the phoenix's somewhat ironic death from eating "tainted bird seed"; a statement that naturally confuses Bulma. The Kame Sennin is disappointed, saying that he will want the Phoenix to grant Goku immortality, but then opts for another gift. He turns to the sky and calls out for Kintoun.
A magical yellow cloud descends from the sky, which the Kame Sennin repeats is "Kintoun" and introduces it to Goku. Goku's immediate question is how does the cloud eat, but the Kame Sennin immediately refutes the idea, telling Goku that Kintoun isn't a cloud to eat, it's a cloud to ride. Meanwhile, Bulma questions why Muten Rōshi has a magical cloud like a turtle hermit because it doesn't make sense. He simply tells her to deal with it, while Gokū questions if the cloud is really going to fly him away. The Kame Sennin replies that he can, but you must have a pure heart to ride a cloud. To prove this, Kame Sennin attempts to stand on Kintoun, but due to his own impure nature, the cloud rejects him. This comes as a shock to both Turtle and Kame Sennin himself. Wanting to try next time, Gokū jumps onto the cloud and lands on the first try.
Gokū takes the cloud for a very literal spin with relative ease before eagerly thanking Kame Sennin, who says that Gokū is making the cloud as it was meant to be . Bulma also wants a cloud and eagerly asks the Kame Sennin for it. Hermit asks Turtle if Bulma helped him, which Turtle denies, and Bulma angrily reminds him who gave him the salt water. The Kame Sennin complains that he only has one cloud and says that he could give Bulma a present if she would let him see her panties. Bulma is shocked, but Turtle is outraged. The Hermit replies that as a Tortoise Hermit he deserves this chance, and the Tortoise says that they already know why the cloud didn't release Kame Sennin. Blushing heavily, Bulma picked up her robes, unaware that Gokū had previously removed her panties, leaving her completely naked as she flashed the Kame Sennin.
Bulma then says that the hermit owes her, and the hermit he begins to question what exactly he could have given her, as he doubts she would be satisfied with a peek at his briefs. At this point, Bulma spots the Dragon Ball hanging from his neck and eagerly demands to see it. He takes it off, shows it to Bulma, and says that he picked it up from the bottom of the ocean a hundred years ago and put it on his pendant. Looking closer, Bulma sees that it is indeed a Dragon Ball and calls Gokū down from the air. When Goku sees three stars in it, he realizes that it is the Sanshinchū, the Three Star Ball. Thrilled that her radar was right on the money, Bulma is happy that they didn't have to get it out of the ocean by themselves. However, the Kame Sennin says he didn't say he was going to give Bulma the ball and wonders if he could actually make some 'real money' from it. However, Bulma nonchalantly flashes the hermit, which convinces him to give her the Ball. As the hermit leaves, he laments that he didn't bring his camera, but notes that it's good to be alive right now.
Gokū and Bulma return to their home in the Hoi Poi pod, thrilled with their good fortune. Gokū enjoys her cloud while Bulma changes, and Gokū hears a blood-curdling scream as Bulma finally realizes what the Kame Sennin and Turtle discovered - she wasn't wearing panties. Bulma rushes to check what's wrong, holding onto her panties and realizing she wasn't wearing anything when she flashed the hermit. Gokū misheard her and told her not to worry and she doesn't need "those parts" to survive. Confused, Bulma asks Gokū what she's talking about, and Gokū says he saw she didn't have them when she was sleeping. Gokū openly admits that he removed her panties, and an enraged Bulma pulls out a machine gun on the boy and shoots him several times. After they take over the house, Bulma warns Gokū that if he ever does this again, she will shoot and kill him. When it's time to leave, Bulma tries to ride Kintouna, only to find that it is too impure to ride on a cloud.
Three days later, Bulma's radar picks up a signal from another Dragon Ball; the radar takes them to an empty village called Aru Village. While Bulma believes that everyone is gone, Gokū says that can't be right as he senses someone's presence.
